The Midland Apartments

Project Description: The Midland Apartments and Early Childhood Center, which broke ground in May ‘24, consists of 60 deed-restricted modular apartment units and a 4,600 SF site-built childcare facility for which the Town will retain ownership. Tributary Development serves as the development manager/owner’s representative, and has overseen a full public engagement process, all design and site plan work, and the full construction process to-date. The project is targeting completion by the end of Q1‘25. The Tributary team raised all debt and equity financing, and collaborated with the Town of Buena Vista to secure grant funding for the project. Total project capitalization was more than $18 million. Specific affordable financing tools used on this project included: CHFA’s Middle Income Access Program; DOH’s THLF Loan Program, TAHG Grant, and IHOI Grant Program; as well as a Federal Community Projects Funding Grant. We also partnered with the Chaffee Housing Authority to form a special limited partnership, which will exempt the project from sales and use tax during construction and property taxes. All units were designed to meet 2021 codes, and included sustainability features such as high-efficiency heat pumps, solar-ready construction, and electric vehicle charging infrastructure. For the childcare facility, the Tributary team collaborated with the Town and a local operator on initial planning for the project and helped to secure an operating grant from the Gates Foundation. We subsequently engaged RTA Architects to design a purpose-built childcare facility to meet the specific needs of the community and continue to work with them through construction of core and shell. We are now working with the Town to amend the Federal grant to provide financing for the build out of tenant improvements for the facility.

Project Description: Tributary (and its predecessor development entity at Fading West) provided development services for two phases of housing construction for Gunnison County, which owns all units and rents them to County employees and the local workforce. Phase 1 consisted of 18 townhome units, made up of 6 duplexes and 6 1-bedroom ADU’s above a two-car garage. Phase 1 was completed in fall 2023. Phase 2 consists of 32 apartment units. This project is one of the first geothermally heated and cooled volumetric modular apartment projects in the United States. Additionally, the energy consumption is offset by a 25 KW solar array on the roof. Tributary worked with Gunnison County to develop a project that met their sustainability and housing needs while staying within the ~$12M construction budget. The apartments broke ground in May 2024, with project completion targeted for January 2025. This timeline (just over six months from groundbreaking to certificate of occupancy) is extremely competitive for a project of this size and complexity. This schedule illustrates the speed and cost advantages that modular construction can provide when managed efficiently. While site infrastructure was being installed the units were being constructed in the factory. These overlapping scopes allow projects to be completed faster and fit within difficult weather windows in mountain towns. For Phase II, the Tributary team is providing full development services/Owner's representation and project management, from initial entitlement work through final certificate of occupancy. We coordinated a diverse design and engineering team, including civil, MEP, geothermal, solar, transportation, and structural engineers as well as architects, landscape architects, and surveyors. This project serves as a model of how a public private partnership integrating modular technology can provide a cost effective and sustainable solution for workforce housing in mountain towns.

The Farm at Buena Vista

Project Description: The Farm is a diverse, mixed income community of residents in Buena Vista, Colorado. Built exclusively with modular construction, all units since late 2022 have been supplied via the Fading West factory just a few minutes down the road. Most units at the Farm are not deed-restricted, although the use of modular construction and a thoughtful land planning approach allowed the units to be priced very competitively. Homes range in size from efficient two-bedroom townhome units to 2,000 SF detached units on larger lots, naturally creating a diverse mixed-income community. All homes front pocket parks and shared greenspaces, and residents share amenities such as firepits, grills, and a large pavilion. In 2024, due to a dire need for employee housing, the Department of Corrections partnered with Fading West to build 10 new townhome units at the Farm to rent to DOC employees. Located less than two miles from the Buena Vista Correctional complex, the Farm provided an ideal workforce housing location for these State employees. These units broke ground in April 2024, and will begin leasing to employees in late August. This speed to market was only possible using modular construction. While at Fading West, the principals of Tributary Development worked to manage this public-private partnership, putting together a proposal that the DOC selected from a competitive RFP process. We also secured financing, designed a thoughtful land plan, and negotiated direct tenant leases with master lease backstop to the State.

Entitlements and Financing 

Project Description: Tributary Development is working with the City of Durango and the Twin Buttes development team to build 29 for-sale units at the former site of Animas High School. The project is in partnership with Elevation Community Land Trust (ECLT). Tributary will be the developer and ECLT will secure subsidies to ultimately sell the units to buyers at an attainable price point. ECLT will retain ownership of the land and provide a ground-lease to purchasers. All units will be deed-restricted in perpetuity.

Project Description: The Silverton Housing Authority hired Tributary Development as a fee-for-service developer to design, entitle, and finance the construction of 9 units within the Anvil Mountain Subdivision. All units will be deed-restricted to people making 80-125% of the area median income. The project is in the entitlement phase.
